Meta Advertising in the UAE: What Has Actually Changed by the End of September 2026

A note from the CEO's desk who spent three days at the end of September in the Meta Blueprint Team's Updates sessions. Meta has announced a considerable number of advertising, AI and creator updates during 2026, with several more arriving during September. For businesses operating in Dubai and across the UAE, however, there's an important distinction to make. A global meta announcement doesn't always mean the feature is sitting inside your UAE account today. Some of the most important changes are already available locally. Others are rolling out by account, subscription tier or platform. And several of the newer creator and AI products still have gaps between Meta's global announcement and confirmed UAE availability.


That distinction again, matters. And what I'm here to help UAE businesses understand. Here is what UAE advertisers can actually use, what is beginning to arrive and what we would not build a client strategy around (yet....).



Meta One has officially arrived in the UAE


This one is straightforward. Meta One is availble in the UAE for individuals, creators and businesses. Local pricing published following the September launch puts the business and creator plans at: Essential: from AED 46.99 per month Advanced: from AED 119 per month

Expert: from AED 359 per month

Max: from AED 1,199 per month


Meta says pricing, features and availability can still vary between accounts and apps, but the subscription itself is now a UAE product (Khaleej Times).


For businesses, the interesting part isn't the verified badge. Advanced includes features such as Story scheduling, links in organic posts and Reels, exportable analytics, deeper audience insights and team access without sharing passwords.


The higher plans provide increased access to Meta Business Agent and additional professional features. For UAE agencies and businesses however, Meta One should not be mistaken for an advertising subscription. Met has not announced cheaper media, preferential auction treatment, advertising credit or improved paid reach for subscribers.


Ads are still bought through Ads Manager. Meta One sits around the advertising ecosystem rather than changing the auction itself.



Meta Business Agent is particularly relevant to the UAE


Meta says Business Agent is expanding globally and can operate through WhatsApp and Messeger, with Instagram support also being expanded. It can answer questions, recommend products, qualify leads, make bookings and hand conversations to a person when required.


That's particularly relevant in the UAE because WhatsApp is already deeply embedded in how businessees handle enquiries, bookings, sales and customer service. For a Dubai business, the future advertising journey may increasingly look like: Instagram or Facebook ad → WhatsApp → Business Agent → Qualified Enquiry or sale.


That's a much more relevant local development than simply asking whether Meta has added another Ads Manager feature. The limitation though is that access and capacity are not yet identical across every account.


Meta One provides greater Business Agent access depending on subsctiption tier, but Meta hasn't published clear response limits for each UAE business plan (Wiro).


So businesses should test what's available inside their own WhatsApp Business and Meta account before designing an entire customer-service workflow around it.



Threads advertising is now relevant to UAE campaigns


Threads should now be considered legitimate Meta advertising inventory in the UAE. Meta previously made Threads advertising available to eligible advertisers globally and in 2026 began expanding ad delivery to Threads users across all markets.


That means UAE advertisers don't need a separate Threads advertising platform. Threads can operate as another placement inside the existing Meta advertising system using familiar image, video and carousel formats.


For Dubai businesses, the more interesting question is therefore not:


Can we advertise on Threads? The answer is effectively yes.


The question is:


Should Threads be receiving part of our budget?


That still comes back to actual campaign results. A business targeting UAE professionals, technology users, creators or culturally engaged audiences may find useful inventory there. A heavily retail-focused advertiser may find other Meta environments outperform it.


The important part is that Threads is no longer something UAE advertisers should regard as a future advertising platform and start testing as it becomes part of the Meta media mix.



Creator Marketing Hub is where the UAE picture becomes less clear


Meta's new Creator Marketing Hub is one of the most important September developments. For brands, access appears to be broadening globally and Gulf businesses should increasingly be able to use the system to manage creator permissions and Partnership Ads. BUT, ther IS an important local limitation. Meta hasn't clearly confirmed the UAE as one of its creator discovery markets. Published creator-market coverage has historically concentrated on North America, Europe, Latin America, and Asia without clearly including Gulf countries. That creates an unusual situation. A Dubai brand may be able to use Meta's new infrastructure to run advertising using content from a UAE creator it already works with. That doesn't necessarily mean the same business can open Creator Marketing Hub and discover every relevant Dubai or UAE creator through Meta's own marketplace. For UAE agencies, creator sourcing therefore still requires local networks, specialist platforms and direct outreach rather than assuming Meta has solved discovery.



Partnership Ads matter more in the UAE because there is now a regulatory layer


This is where a global Meta article and a UAE Meta article become very different. Meta is making creator content considerably easier to turn into paid advertising. But a creator agreeing to a Partnership Ad inside Instagram doesn't and won't remove UAE regulatory requirements. Under the UAE's Advertiser Permit Framework, individuals carrying out advertising activities through social media require an advertiser permit in the circumstances covered by the regulations, including paid and unpaid promotional content (UAEMC). Permit holders are also required to use accounts registered with the relevant authority and disply the permit number. Visitng creators advertising while in the UAE operate under a separate visitor permit structure and applications are handled through authorised UAE advertising or talent agencies.


This matters enormously for brands planning creator amplification as the process becomes:


Find creator → Obtain perminssion → Convert content into Partnership Ad → Run Paid Campaign


The UAE workflow also needs another question answered:


Is the creator legally permitted to carry out the advertising activity?


Platform permission and regulatory permission are two different things. For UAE brands, both matter.



Instagram Live Partnership Ads begin rolling out from 29 September 2026


From 29 September 2026, Meta is extending Partnership Ads into Instagram Live creator content (Wiro). This opens interesting possibilities for UAE categories such as beauty, fitness, hospitality, fashion, food, ertail and events.


A Dubai creator demonstrating a product, visiting a venue or participating in a launch could potentially have the live content mplified through paid media while the activity is happening.


However, this is a feature we would currently describe as rolling out, not universally available.


We would not sell a UAE campaign to a client on the basis that Instagram Live Partnership Ads are already sitting inside every account. Check the advertiser account and the creator account first. And, in the UAE, check the creator's advertising compliance at the same time.



Meta's Creative Diversity shift applies to UAE advertisers too


Unlike Creator Marketplace access, there is nothing particularly UAE-specifc about Meta's Creative Diversity direction. The underlying advertising system is moving globally towards using creative itself as a targeting and retrieval signal.


Meta's own Blueprint material explains that its AI systems can interpret factors such as:


Format

Message

Persona

Hook


to help determine which audiences may respond to a particular creative (Meta Blueprint). The new Creative Diversity metric appearing inside Ads Manager is designed to reflect whether advertisers are actually supplying meaningfully different assets rather than multiple near-identical variations.


For UAE businesses this creates an additional consideration. Creative diversity can't simply mean changing the photograph. The UAE is an unusually diverse advertising market. A Dubai campaign may be speaking to Emirati nationals, long-term Arab residents, South Asian communities, British and European expatriates, tourists and numerous professional or income segments simultaneously.


That makes genuine creative variation extremely valuable. Different people, languages, cultural cues, environments, problems, use cases and communication styles can give Meta considerable stronger signals than simply creating ten versions of one advertisement.


Broad targeting doesn't remove the need for local understanding. It makes locally relevant creative more important.



Placement control is changing, but UAE advertisers should not assume it has disappeared


Some advertisers have begun seeing Meta notices indicating thtat the ability to exclude individual placements, Meta platforms, devices and operating systems from ad sets is being reduced.


Meta has not published a definitive UAE rollout timetable and existing help documentation still contains manual placement controls.


We wouldn't tell UAE advertisers that manula placement exclusion has universally disappeared. It hasn't. What we would tell them is that Meta's direction is obvious. It wants the delivery system to choose where an advertisement appears.


For UAE marketers, this makes placement-level reporting important now. If Instagram consistently produces the highest-quality UAE enquiries while another placement produces cheap but commercially poor leads, document that difference.


If there are brand-suitability reasons why a campaign should not run in a particular environment, document those too. Historical knowledge becomes more important if some manual controls eventually disappear.



Muse and AI-Generated Advantage+ creative should be treated as rolling functionality


Meta announced in July that Muse Image would be brought into Advantage+ creative for advertisers. That doesn't mean every UAE Ads Manager account has the exact same Muse capabilities. The rollout remains progressive.


This distinction is particularly important for agencies because some clients may read a global Meta announcement and reasonably ask why they can't see the feature. The answer may be that Meta has announced the capability before enabling it for every region, account or interface. The same caution applies to Meta's newer AI business-analysis tools.


Meta has introduced the ability for Meta AI to work with business analytics, Meta advertising data and Google Workspace information. But not every UAE business account may have full access to every part of that system.


This remains an area to monitor rather than a service every Dubai agency should already be promising.



Meta Enterprise Platform is important, but it isn't yet a UAE advertising feature


Meta's announcement on 28 September establishing Meta Enterprise Platform is strategically important. It brings together technology including Muse, Meta Business Agent, Muse API and Muse Code into a new enterprise-focused business unit.


For UAE companies, particularly larger organisations, this could ultimately become significant. But this isn't something we should describe as a new UAE Ads Manager capability. Meta announced the business direction yesterday. It hasn't suddenly provided every UAE company with a complete Meta enterprise AI stack.


For now it belongs in the article because it tells us where Meta is heading.



So where is the UAE ahead, and where is it still waiting?


The UAE is actually relatively well positioned in Meta's current rollout. Meta One has launched locally. Meta Business Agent is part of Meta's global expansion. Threads advertising is accessible.


WhatsApp remains central to Meta's business strategy and particularly relevant to the way UAE businesses already communicate with customers. But several gaps remain.


UAE creator discovery inside Meta's marketplace infrastructure is still not as clearly documented as creator access in Meta's established markets. Live Partnership Ads are only beginning their rollout. Muse advertising tools remain account-dependant. Some Meta AI capabilities are still not transparently available across every UAE account. And the Enterprise Platform remains more roadmap than day-to-day UAE marketing tool. That's why agencies need to distinguish between announced, available globally, available in the UAE, and actually enabled in their client's account. They're not always the same thing.


And here in the UAE, there's one more layer Meta can't automate. And that's the advertiser's local regulatory responsibility. Creator permits, advertising disclosures, restricted categories, sector-specific approvals, media standards and UAE cultural requirements remain outside the optimisation algorithm.


The platform may decisde where an advertisement runs but the business is still responsible for whether that advertisment should legally and commercially run in the first place. For Dubai marketers, that's an important distinction heading into Q4 2026.


Meta is reducing the amount of mechanical control advertisers need, not the amount of judgement they need.
